Sally always had the means to contact the Chief Superintendent and stop Sherlock: “An amateur detective given access to all sorts of classified information!”(said the Superintendent) Despite valid fears, and the knowledge she could stop him, Sally trusted Sherlock for years until real “evidence” was given against him. Spite and hate were never her motives. Ethics were.

Yes, Sally was played.  But the very reason it worked was that she was a good cop with strong professional ethics.  It didn’t help that she didn’t like Sherlock on a personal level, but I like to think that even if she did, the end result would’ve been the same.  It might’ve taken more time, more evidence, but she would’ve gotten there.

Because she is a good cop, and she believes in facts and evidence.
